Vice Presidents

Charles Dailey, BA

Senior VP of Business Development

Cultivating emerging markets within outpatient procedural based medicine is the purview of Charlie Dailey. Past experiences in sales, marketing, strategy and management have enriched his medical and surgical acumen. His fluency with health care business models includes outpatient facilities, hospitals, independent delivery networks and physician group ventures. He has championed the outmigration of cardiovascular procedures to the outpatient surgery market, focusing on the hybrid CV cath lab into the ASC design. A graduate of Florida State University, he contributes to ambulatory care through writing and speaking.

Victoria Depta, BS, CPC

VP of Operations

Vicki is an experienced physician practice and ASC operations manager, with specialized expertise in project management, coding and billing compliance, information systems, budgeting and revenue cycle management. Previously, she was business manager of Hudson Valley Center at St. Francis and manager of a neurosurgery practice in the Hudson Valley. She is a graduate of Mount Saint Mary College, Newburgh NY.

Credentials: Licensed and certified by the American Academy of Professional Coders.

Kelly Grier

Senior VP of Operations

An expert in staff development and management, Kelly Grier has been integral to ASDManagement from the start. Her business office procedures manual is still in use today, regularly updated with billing and coding regulations of the AMA and CMS. She is a staff recruiter and trainer, and has managed upwards of 30 surgery centers. Prior to ASDManagement, she was director of reimbursement for Amedisys, business office manager and coding specialist for HealthSouth Surgery Center in Baton Rouge LA, and training coordinator for Cigna Healthcare.

Professional association: She is a member of the American Academy of Professional Coders.

Bonnie Brady Lavoie, RN, CNOR, CASC

VP of Operations

Bonnie’s ASC management experience tops a 36-year history in nursing. She has managed operations and licensure, compliance and accreditation for several ASCs in New Jersey. As COO of Specialty Surgical Center Sparta NJ, annual revenue increased from $2 million to $22 million. Other engagements include nursing administration/executive leadership at American Imaging and Surgical Centers of America, and ICU/ CCU / OR nursing care at several NJ hospitals.

Licensure / certifications / accolades: Bonnie is a certified ASC Administrator. She holds multi-state nursing licensure and certifications in surgical services management, CNOR, IV, critical care nursing, laser education/safety engineer and TB trainer. She is on the executive board of the NJ Assn. for ASCs, and has been recognized by the Becker Review as an outstanding ASC administrator.

Angela McComb, MBA

VP of Managed Care

Angela McComb, a 24-year health care veteran, is expert at contract negotiations for hospitals, surgery centers and physician groups in the areas of insurance, risk sharing, capitation, fee-for-service and per-diem. Since 2006, she has assisted ASD Management centers with insurance complaint and claim audits, and has advised about trends in managed care. Previously, she worked with managed care insurers (TX and AR) to obtain network sufficiency and provider compliance toward state licensure and NCQA accreditation. On the practice side, she was director of managed care for an outpatient radiology center in Austin TX.

Credentials and accolades: Angela earned an MBA from St. Edwards University, following and undergraduate degree from Baylor University. Her managed care negotiations and credentialing skills are endorsed by the Texas Medical Association.

Trey Parsons, RN

VP of Operations

An expert in clinical operations and physician relations, Trey Parsons began as an ICU and OR nurse at Baptist Medical Center Princeton, Birmingham AL. He entered management as head nurse of the OR at HealthSouth Birmingham, and then assistant nurse manager at Georgia Baptist Medical Center Atlanta. He moved into ambulatory care as director of an ASC in Phoenix AZ and VP of patient care services at an Arizona surgical hospital. At United Surgical Partners, he opened 3 surgery centers in AZ then relocated to CA to launch a new region.

Credentials: Trey earned his nursing degree from Jefferson State College Birmingham AL where he graduated with honors. He is serving his second term on the California Ambulatory Surgery Association Board of Directors, and leads the Federal Advocacy Committee promoting the ASC industry in Washington DC. He is the ASD representative on the ASC Quality Collaboration and serves on the Technical Expert Committee.


Christine Perry

VP of Operations

Christine Perry is an experienced management director in outpatient imaging and ASCs. Prior to ASDManagement, she was administrator of Irvine Spinal Treatment Center and Irvine Imaging Services. Responsibilities included business development, provider relations, insurance contracting, business office, marketing and staff management.

Glenda Satterly, RN, BSN

VP of Operations

Glenda is a 25-year veteran of the ASC industry. Prior to ASD Management, she was administrative director of Kentucky Surgery Center, where she first began as a circulator RN in the OR. She was a key player in the development, design and opening of a newly constructed multispecialty surgery center. The Becker Review has recognized Glenda as a top ASC administrator over multiple years, and has published many of her ASC articles. She began her health care career at Kentucky Hospital as an RN in the oncology and emergency departments.

Credentials: Glenda earned her nursing degree from Midway College and BSN from Eastern Kentucky University. She holds a multi-state nursing licensure and a multi-state real estate license.

Kim Stevens, CMIS

VP of Managed Care

Kim Stevens focuses on managed care in ASCs impacted by the healthcare reform act and rollout of new Medicaid programs. Her expertise is backed by 24 years of experience in the areas of managed care contracting and negotiations, workers comp, personal injury, workers comp/letters of intent networks, claims and recoupment, credentialing and re-credentialing. She has worked with ASCs, physician groups and solo practitioners, hospital and outpatient businesses. Previously, she managed physician practices in Texas, directed managed care and marketing for various groups including one of the largest cardiovascular groups (TX), and worked for several international insurers.

Credentials and accolades: Kim is a Certified Medical Insurance Specialist. Her managed care negotiations and credentialing skills are endorsed by the Texas Medical Association.

Stephanie Stinson, RN, BSN, CASC

Senior VP of Operations

Stephanie brings 30+ years of healthcare experience, including clinical, development and administration. Prior to ASDManagement, she was administrative director of Strictly Pediatrics Surgery Center Austin TX and St Dominic’s Ambulatory Surgery Center Jackson MS. She has a 23-year foundation in nursing care (neuro-surgical ICU, operating room and post anesthesia), following 8 years as a surgical technologist. Stephanie has helped develop and manage three multispecialty surgery centers, and provided oversight management of eight surgery centers.

Credentials / certifications: Stephanie earned her bachelor degree from Mississippi University for Women Columbus MS, while serving as a surgical technologist with the MS Army National Guard 134th Combat Support Hospital. She holds multi-state nursing licensure and certifications in ASC administration, and serves on the board of Strictly Pediatrics Land Company.

Randall Todorovich, RN, CASC

Senior VP of Managed Care

Randy Todorovich’s expertise in managed care contracting / analysis / negotiation is complemented by a clinical background. Upon earning nursing and bachelor’s degrees from Pacific Union College, he was a hospital-based OR nurse. He went on to hold business and clinical positions in several California surgery centers. He was director of managed care business development for Simi Valley Hospital in CA, and national director of managed care for Premier Ambulatory Systems, ASC Network Corp. and HealthSouth.

Credentials / Associations: Randy is a certified ASC Administrator. Board member of the California Ambulatory Surgery Association (CASA), Chair of the California ASC Managed Care Committee.

Awards: California Ambulatory Surgery Association, 2018 Richard LeBlanc Award for his tireless volunteerism in going beyond the call of duty.

Reta Turner, RN, BSN

VP of Operations

Reta entered the healthcare field in 1954, immediately upon completing her nursing degree at Methodist Hospital Dallas. The changes she has witnessed in the field over the years make her one of ASD Management’s most experienced team members. Following her tenure as administrator for a surgery center in Garland, TX, she joined ASD Management, initially as a Vice President of Clinical Operations. Today, she oversees policies and procedures, and interfaces with regulatory agencies on behalf of ASD Management’s surgery centers to ensure their compliance. Before specializing in ambulatory care, Reta was engaged in hospital nursing: director of nursing for Fannin County Hospital, Bonham, TX; head nurse at Parkland Memorial Hospital, Dallas and operating room nurse at Children’s Medical Center, Dallas.

Kyle Williams, BS

VP of Business Development

Kyle oversees materials management, using pricing strategies and benchmarking to drive cost savings for surgery centers. As a development officer, he builds strategic partnerships between surgery centers and their physicians. Kyle began his health care career and exposure to the OR with Stryker Medical Corporation, Orthopedic / Sports Medicine Surgical Sales / Support Division. He is no stranger to the concept of teamwork. He played four years of college football at University of Southern California as an offensive lineman, and professional football with the Seattle Seahawks, 2007 to 2010.

Credentials: Graduate University of Southern California, Communications.

Barbara Pulliam, MBA

VP of Operations

Barbara brings more than two decades of experience leading revenue cycle management for ASCs and physician practices, and in central business office operations for large health care organizations. Her expertise includes billing and collections, administrative operations and efficiency, process improvements and staff training. She served as executive director at SSM Health in St. Louis, responsible for the central business office for over 650 multispecialty providers. At Surgical Management Professionals, an ASC management and RCM company in Sioux Falls, SD, she was vice president of revenue cycle. She was director of business office operations at Surgical Care Affiliates, and regional business office director at Symbion Healthcare.

Credentials: Barbara earned an MBA with an emphasis in Healthcare Administration from Bethel University in Tennessee.
